Two provinces- Camarines Sur and Masbate, have validated their respective base maps clearing up confusions on boundaries set among barangays and municipalities
“DENR only offers ways to settle conflicts but the decision of whether or not to agree on the base map emanate from the municipality and their adjoining municipalities”,
Lands Management Service (LMS) Regional Technical Director of DENR, Engr. Pedro Noble said. Base maps are considered as the cornerstone of development projects in the Region. Regional Executive Director Gilbert Gonzales considers the activity “a breakthrough since boundary conflicts have often undermined any development projects thus, slowing down the Region’s economic growth”.
The base maps that DENR presented and validated were the result of a memorandum of agreement forged by National Economic and Development Authority V, DENR V, and LGUs of Masbate and five other provinces in the Bicol region. In the said agreement, NEDA V will lend support through its Regional Development Council the adoption of Computerized Base maps. The Lands Management Bureau will duly certify such maps while the Department of Budget and Management will use the maps as basis to determine IRA allotment apart from population size and income or revenue generated. The DENR V will provide survey and technical assistance while the LGUs will provide 2.5 M pesos as counterpart funds in the conduct of cadastral survey and mapping covering the entire region.
RTD Noble said one of the surest ways to resolve conflict in boundary between and among municipalities or barangay is to review the Code that created the barangay or the municipality. These come in the form of an Ordinance for the Barangay and Republic Act or Presidential Decree or a national law for the creation of a city or municipality. Director Noble explains, he further stressed.
Engr. Josie Columna, chief of Surveys Division of DENR LMS sought the LGU’s participation in thoroughly reviewing the base maps. Cadastral surveys were undertaken 20 years ago by LGUs. It was only in 2007 when authority to conduct cadastral survey was returned to DENR. In 2009, the MOA was signed for the computerization of base maps and in 2012, DENR allotted 142 million as budget for political boundary delineation and cadastral survey.

PENRO ALBAY CONDUCTS PEOPLE’S DAY AT BAGUMBAYAN CENTRAL SCHOOL
The Department of Environment and Natural Resources (DENR) Bicol through the Provincial Environment and Natural Resources Office (PENRO) Albay headed by Forester Imelda D. Baltazar conducted its People’s Day today, January 24, 2020 at the Bagumbayan Central School, Washington, Legazpi City.
Some two hundred (200) Grade 6 pupils were present for the presentation of the Responsible Mining and Geohazard Awareness by the Mines and Geosciences Bureau (MGB) V given by Information Officer Kristine May C. Baldeo, the Solid Waste Management by the Environmental Management Bureau (EMB) V given by Engr. Christine N. Bañares and Philippine Biodiversity presented by Joana Marie A. Portugal.
“We are grateful to the DENR for conducting this IEC in our school to keep our students informed about environmental protection,” said the Bagumbayan Central School Principal Ms. Mary Christine N. Agarin.
The activity sparked with the appearance of “Greeny” – the DENR V Mascot, “Mina”, MGB V's mascot and “Veron” from the EMB V which added to the pupils’ fun and excitement during the activity.
The People’s Day is part of the Information, Education Campaign (IEC) conducted by the DENR to communities and schools alike, which aims to increase and strengthen environmental awareness and protection. *DJNJaylo
